Not only are the Dursley's mad, but casting spells on humans is strictly forbidden. Harry flees with his owl Hedwig, expecting to be cast out of Hogwarts, but he's forgiven and rescued by the Minister of Magic and gets to spend the rest of the holiday in the magical realm of the Leaky Cauldron.
